The "scm.diffDecorations" paramater isn't doing anything

Does this issue occur when all extensions are disabled?: N/A
I can't check with extensions disabled

• VS Code Version: 1.57.1
• OS Version: Windows 10

Steps to Reproduce:

1. Change the value of the parameter scm.diffDecorations to anything
2. The diff editor remains the same in all respects. Also, I can't see the diff decorations in the gutter no matter what I do. In the attached screenshot, I've set Diff Decorations to none. My minimap is also disabled. Yet the minimap remains.
