Open folder or workspace in the same window when no files are open (such as just launched)

When launching VSCode and then open folder, the blank VSCode window is still open, so I have to manually close that. This is bothersome.
Why it doesn't open folder in existing window like Microsoft Office (ie. word or excel) does?
