Add: Amend commit option on empty commit notification #129923
Description
Currently, when you create a try to commit when there are no changes, this pop-up is shown:
It would be good if there's an Amend Commit button along with the existing Create Empty Commit. Mostly, I use it for fixing a typo or rewriting the message.
