Hot exit with multiple windows doesn't work #133125

I don't know if this is a bug or a feature. This was first suggested in #17548 but was closed in favour of #15467 and then "fixed" in #18626

But I still get prompts with onExitAndWindowClose. Maybe this is WAI, so I'm filing this as a feature request -- I don't want any prompts. I don't want to sift through dozens of scratch files to figure out what I need to keep or not every time I close a window. Just save them somewhere.

IntelliJ has a special slot for them in the project tree called "Scratches". Maybe add a new panel in the Explorer accordion called "Scratches" that would list them all there. Or maybe two, one for Global and one for Current Workspace. I don't really care where these scratches get saved right now, I just want rid of the prompt and know that they're somewhere on disk if I really need them again.

Likewise, I don't want 3 or 4 windows to open every time I run vscode because I had some scratches open when I shut down my computer. Please, can we just tuck them away somewhere?
