Stray `settings.json` file gets shipped with VS Code

After reading an instruction to edit settings.json user XXX searched their PC and picked this one:

C:\Users\XXX\AppData\Local\Programs\Microsoft VS Code\resources\app\extensions\emmet\test-workspace\.vscode\settings.json

Is there any good reason to be shipping this with the product?
