Allow 1 or more side bar views to be pinned open

The current design of the side bar allows for one view at a time (Explorer, Run and Debug, etc.). This is a great when horizontal screen space is at a premium, but with wider screens in use today, it now makes sense to spend a little horizontal screen space to avoid the constant switching between your mostly commonly used side bar views.

For me, those are Explorer, Run and Debug, and Search. I have a widescreen monitor (5120 pixels wide) and would love to be able to pin Explorer and Run and Debug views open, and still have the 1-view-at-a-time side bar.

This design change would allow each user to keep open the side bar views that are important to them, and make the right horizontal screen space / side bar view changing tradeoffs they are right for their workflow.

For the UI to control this feature, the side bar "..." button could be present at the top of the side bar for all views, and contain a check/unchecked line that says "Pin this view".

Thanks @gjsjohnmurray. - it's great to see someone working on the problem. Two is better than one, but why not give users the power to decide how many side panels they need? That way, we don't later have to support 3 panels, etc. in the future.

Appreciate the feedback @rfernand2 ... I'm going to redirect it to #132893 however since the spirit of the problem is the same and we are still exploring.
