Terminal: run recent command should open the terminal not be a no-op on startup

Testing #143430

1. Terminal, run some commands
2. Open new VS Code window in another folder for the first time (terminal is hidden)
3. F1 > Terminal run recent command -> noop 🐛

I understand that the terminal is not yet initialised. But I would expect that this command opens the terminal, waits for it to initialise and then present me the list of previously run commands.

👍 we can create one it if it doesn't exist. FYI we try not to use the terminal label anymore, it's mostly a legacy catch all and will eventually be phased out like editor.

I tried this and there were focus related problems, I think the right fix here is to move the run recent code out of TerminalInstance and create a terminal after the item is selected if an active terminal doesn't exist.
