Letter case change undetected in source control

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.65.2
• OS Version: Windows_NT x64 10.0.19044

Steps to Reproduce:

1. Create a file and commit your files
   
2. Change the case from lowercase to uppercase (same name but alternative case)
   
3. Check source control
   
4. Source control detected no changes even though the file name changed

Why does this matter : Linux file system is case sensitive. My current GitHub tests are failing due to a file name that's not updated, and I can't update it.
