Please remove the "when" clause from default copyRelativeFilePath keybinding

I would like to restart the discussion started here: #62480
Please remove the "when": "!editorFocus" from:

    {
        "key": "ctrl+shift+alt+c",
        "command": "-copyRelativeFilePath",
        "when": "!editorFocus"
    }

It is not required anymore as Toggle Vertical / Horizontal Editor Layout went to Shift + Alt + 0 shortcut.

This makes good sense, though a proper solution is not as simple as just removing the when condition. The command was originally intended to only apply to the open editors and explorer views, so if someone is instead focused on a text editor and the explorer has a different resource selected they will get potentially unexpected results.

You can of course change the keybinding in your personal keybindings.json file to remove the when condition for yourself.
