[Codespaces/Remote] Proxy Settings can't be changed

• Settings isn't showing the Option for the "User" Category and the "Codespaces" Category can't be changed because the client isn't connected yet.
• Enviorment Variables are also ignored

You should be able to set the proxy in the user settings of an empty window before you start connecting to the codespace. Does that work?

The Codespaces Extension can fetch the list of the available Codespaces, but when selecting one it no longer works.
