Feature request: Editor: Scroll Before First Line

There is already a setting "Editor: Scroll Beyond Last Line". It would be useful to also have a similar setting for the start of the source code, "Editor: Scroll Before First Line".

With the introduction of automatic code "formatters" that are hard-coded to delete and move code (not just format it), leading empty lines in files are deleted. This makes it hard to position content ergonomically on the monitor. This setting will solve the issue "once and for all".
