TS language service goes into infinite loop as soon as I open editor #158673

Type: Bug
"Initializing JS/TS language features" starts and never stops as soon as I open the editor.
The below notification also appears:
"The TypeScript language service died unexpectedly 5 times in the last 5 Minutes."
Turning off ALL extensions does not prevent the problem.
I have a monorepo and use Typescript project references, but this same monorepo setup has worked for more than 2 years... until now.
VS Code version: Code 1.70.2 (e4503b3, 2022-08-16T05:36:37.829Z)
