Moving a dir cannot merge two dirs, even if applicable

Type: Bug

1. Create directories and two files according to this tree:

|- root
   |- dir1
      |- a.py
   |- dir2
     |- dir1
       |- b.py

2. While in VSCode, try to move root/dir2/dir1 to root. Confirm that you want to overwrite.

Expected: The directories should be merged, and both a.py and b.py should be in root/dir1. It would be nice if there were a separate kind of dialog about a possibility to merge directories.
Actual: The directory gets wholly overwritten, so a.py is deleted.
