VS Code Jupyter Notebook issue using SSH Server with no root access

• VS Code Version: 1.71.2
• OS Version: Windows 11 Home 21H2
• Remote Server OS Version: Red Hat Enterprise Linux Server 7.9 Maipo

Steps to Reproduce:

1. SSH via Remote-SSH.
2. Pull extensions from local and install them on the server.
3. Create cenvironment using miniconda3 and install python and jupyter along with r-base from r channel.
4. Create a new .ipynb file and configure the server to run from the python version installed with the conda environment.
