SCM decoration colors on explorer items do not appear if multiple windows open

Type: Bug

1. Create two folders
2. Initialize both as Git repositories, with at least one commit (not tested with less)
3. Open Code in one of the folders
4. Make a change in a file and save it
5. Select “File/New Window”
6. Open the second folder in the new window
7. Make a change in a file and save it

In one workspace, the modified file will get colored.
In the other, it won’t.
