[debug] enter into wrong condition branch

Does this issue occur when all extensions are disabled?: Yes

• Version: 1.73.1 (Universal)

• OS: Darwin arm64 21.6.0

Steps to Reproduce:

I'm debugging some source code, I found two issue by now

1. can't jump directly to the target code, I have to set breakpoint one by one from the start, or it will pass the breakpoint then continue to excute. I know the code logic flow, but I have to set these breakpoints to let vscode know the logic flow, I think it should break automatically once met breakpoint during excuting

it works well after I unfold the headlessInstall functoin, but can you improve it?
