The cursor is not shown in the overview ruler when changing the editor tab with the cursor at the beginning of the first line

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.74.2
• OS Version: Windows 11

Steps to Reproduce:

1. Place the cursor at the beginning of the first line.
2. Switch to a different editor tab.
3. Switch back to the previous editor tab.
4. Notice that the cursor is not shown in the overview ruler.

The setting editor.hideCursorInOverviewRuler is turned off.

@alexdima I have a suspicion that this bug could be because of using the == javascript operator when it should be ===, since it only happens on line 1, which is line 0 in the api.

I can't reproduce this anymore, maybe it was fixed in the meantime?
