It's possible to try to stash changes while a commit is in progress

1. Open a workspace/folder that contains a git repository - vscode repository is good for a test
2. Create a new local branch in the repository so that you can make changes for testing purposes
3. Modify multiple files, and save check
4. Switch to the "Source Control" view and click on the "Commit" action button
5. While the commit operation is running, right click on a file in the SCM view and run the Stash command.

The "Stash Changes" command is being contributed by GitLens. Closing as "by design". I will reach out to Eric Amodio after we ship Stable to see if he would be interested in adopting the same pattern so that the GitLens commands get disabled while a blocking operation is executing.
