Unable to customize "chrome-" icons in title bar on Windows

Does this issue occur when all extensions are disabled?: No, it's an issue with extension customization

• VS Code Version: 1.74.3
• OS Version: Windows 11 - Version 10.0.22621 Build 22621

Steps to Reproduce:

1. Create a new extension to customize product icon theme
2. Set a custom "chrome-close" icon, and the icon does not change

Where in the UI is the icon? Possible to share a screenshot?

I'm not actually sure those can be customized—they probably come from Electron serving the OS icons that are different per platform. @rzhao271 might have some insight here.

I definitely used to be able to customize them. And it recently stopped working.

This issue comes from enabling window controls overlay for Windows 11, meaning it is now Electron that renders those buttons.
