js-debug doesn't have translations bundled with it

js-debug didn't have the translations bundled in the VSIX. This was fixed in microsoft/vscode-js-debug#1534 and published to 1.75.1 of js-debug.

VS Code needs to pick up this build.

Open https://github.com/microsoft/vscode-loc/blob/main/i18n/vscode-language-pack-de/translations/extensions/ms-vscode.js-debug.i18n.json
And verify it has a bundle and a package property.

Note, it my not be translated yet as the localization team has to deal with the fact that it's in a new format. It should be translated in a few days but that's separate from the issue being verified.
