Settings sync still causes walkthroughs to open

I just saw a demo, recorded this week, of a new Codespace being spun up and the Docker walkthrough opening. The user had settings sync enabled, so it seems #137526 isn't fully fixed.

@digitarald I'm unable to repro this issue. Could you please help with some repro steps?

Here is what I tried:

1. Opened vscode on my machine. I also have the docker extension installed.
2. Changed a few settings and walkthrough progress.
3. Turned on settings sync (using GitHub for the auth provider).
4. Opened vscode repo on codespaces.

I can see all my extensions installed via settings sync. Walkthroughs (and walkthrough progress) from extensions installed via settings sync are not opened/shown on the welcome page as expected.

We closed this issue because we are unable to reproduce the problem with the steps you describe. Chances are we've already fixed your problem in a recent version of VS Code. If not, please ask us to reopen the issue and provide us with more detail. Our issue reporting guidelines might help you with that.
