create a language server for `tasks.json`

It would be great if we had a language server for tasks.json.

This could provide many useful things:

• ctrl+click on dependent tasks to go to their definition
• Squiggles for things that json schema struggles with (eg. background problem matcher with ends pattern but no begins pattern)
