Even with #176819, terminal processes still are hanging around.

Steps to Reproduce:

1. Open VS Code Insiders
2. Open a terminal
3. Exit VS Code Insiders (Not reloading, not closing the window)
4. The terminal process is still alive

When reloading the window or closing the window, the terminal process is killed. Only when exiting VS Code, the issue occurs.
