Show workspace recommendations by default in the Extensions tab

I have set up an extensions.json with a list of workspace recommendations in it. The thing is: the notification asking to install those is super missable, and only appears once. I can't just direct other devs to just check out the extensions tab either because there's also a recommendations section there that aren't the workspace recommendations at all, so I also need to tell them to apply the @recommended filter in the search. Only then our workspace recommendations show up.

I think this process would be simpler and cause less confusion if the workspace recommendations section appeared by default in the tab, even if collapsed by default.
