Increase maximum problems per file (or allow customization)

Currently we limit the number of problems a file shows to 1000. This was bumped from 250 to the current limit in #49687.

This limit is still fairly low on a "larger" file. If performance is the concern, it'd be nice to at least have this user-customisable.

A previous request was closed in #159223.
