The Connect to... start list entry on the Welcome page on Desktop now supports WSL and Dev Containers getting started experiences.

Using this entry, users can get started by connecting to a remote development environment. If a remote development extension is not installed, we will download and install the extension.

Test:

1. Open the Welcome page on the Desktop.

2. Use the Connect to... entry in the welcome page to get started with a new remote WSL or Dev Containers and follow the prompts along to get started with a remote session.

got this since I forgot to start up Docker. I am not sure with the changes to remote to make it more consistent but I know we used to have a "retry" button on failure for remote-ssh which might be nice here so I could startup docker then just hit retry instead of going through the menu again. Thanks!
