Will not display folder opened through vscode sidebar #189938

I open vscode and try to open a folder by clicking on the open folder link on the welcome window or the button on the sidebar. I click on the folder I wish to edit, then vscode refreshes the window and takes me back to the welcome window to pick a folder/file I wish to open. I can see the files in open editors and in the terminal but not the folder also nothing shows in Outline.
