"Open Editors" save notification and moving files out of sync with tab and menu options

Just started happening after getting latest update. Found this issue from years ago (#61899). Dragging to move a file in the "Open Editors" doesn't actually move the file in the list. It will still move it in the tabs though (and vice verse). Additionally, the save indicator is out of sync with both the tabs and menu options. Even though the file gets saved, the indicator in the "Open Editors" list doesn't go away (see screen shots).

Steps to Reproduce:

1. No idea. It just started happening although I probably have a couple hundred open tabs if that makes a difference.

Does this reproduce in a smaller project? I cannot reproduce this

I can't reproduce it on a smaller project. But I've found that the save indicator on both the tabs and open editors disappear when you scroll the file or tab out of range. So it seems like a drawing refresh issue for that. However, file rearranging (and also removal as I've come to discover) in the open editor are still not working the way they used to. When a file tab is closed, the file remains in open editors. And like I said, rearranging the file doesn't cause it to move.
