Unhide Execute Cell button during notebook load #194842
Description
Reconsider showing the Execute Cell button in the blue rectangle area even when detecting kernels. It feels like a bug for the button to show up late especially when the startup / reload time takes longer. Let's consider possibly disabling it (instead of hiding), or showing it completely and when clicked, shows to the kernel selector.
