Outline doesn't remember expand/collapse states after restart/recreate

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.84.0
• OS Version: Windows 10

Steps to Reproduce:

1. I usually collapse the Outline, I just sometimes need it.
2. After a restart, VS Code always opens the full view of the Outline, even if it was collapsed in the session before.

I didn't encounter this behavior with the previous version of VS Code (1.83.1). With this version, when the Outline was collapsed previously, VS Code did remember this state.
