Explorer: allow to collapse a sub-tree fully via a toggle setting

Now that collapse all in the tree has been implemented in #9456 via alt+click. It would maybe be nice to have a toggle to make this a default setting without the need for alt+click. As an example: with Jetbrains IDE the default on collapsing a folder is to do all subfolders as well.
