Docker not detected properly with rpm install on Fedora WSL distro #199451

Testing #199045

  1. Create a Fedora WSL distro
  2. Install VS Code Insiders onto the distro. In other words, don't use Remote WSL for this issue.
  3. Start that code-insiders
  4. Install the Dev Containers pre-release extension
  5. On Windows, configure Docker Desktop to integrate with the Fedora WSL distro, following the steps in https://learn.microsoft.com/en-us/windows/wsl/tutorials/wsl-containers
  6. Confirm that Docker exists on the Fedora WSL distro and that Docker Desktop is running
  7. 🐛 The remote viewlet still has the info message alerting the user to start docker, even though it already seems to be running.

I'll also restart my device in a bit and confirm whether this issue still occurs.
