Unable to enable extensions in the remote environment, and remote development features are malfunctioning

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.89.1
• OS Version: local: win 11 22H2 , remote ubuntu 22

Steps to Reproduce:

1. Use the Remote-SSH extension to connect to a Linux server that has no public internet access.
2. After the connection is established, the status in the bottom left corner continuously shows "Opening Remote..."（about 2 minutes）.
3. File explorer, text editor, and local extensions work fine, but remote extensions take about 2 minutes to appear.
4. Attempting to use any installed and activated remote extensions (e.g., git history or C/C++) results in the error "command 'xxx' not found".
5. Relevant logs show Error: connect ETIMEDOUT 13.107.42.18:443 without additional error messages.

Additional Information:

• The remote server has no public internet access, which might be affecting some functionality.
• Tried reinstalling the extensions both locally and remotely, but the issue persists.
• Have you tried using the latest Insiders build: Yes，But the problem remains.

Actually, in this situation, I can only use the basic features of VSCode for remote development and cannot use any plugins. If you need more information from me, please feel free to let me know.

@sandy081 I think the bug here is that it is unexpected that scanExtensions would do HTTP requests. That would slow down considerably the startup of vscode remote and would also break the case when the HTTP request fails, like in this case. Could you please take a look to make sure scanExtensions definitely does not do HTTP requests?
