Steps to Reproduce:

1. Create a Jupyter notebook with two cells, the second cell relying on a successful execution of the first
2. Observe the first cell being skipped during the first run
3. Observe cells executing correctly on subsequent runs

The first run, the cells were executed in order:

Same for me on arch linux with VSCode 1.97.2. It happens every time when VSCode is reloaded. It does not happen if I just restart the kernel.

Can confirm for 1.97.2 on MacOS (Intel).
After restarting the kernel manually, 1st cell is run.
In any other case, 1st cell is skipped, unless you click on run all right again (after the usually failed run)

Thanks - the 'Run all' is a good work around. This also works for the run all above buttons, just click them a few times and it'll work.
