SCM - Don't include the commit message input and commit button in the scroll

If I scroll to see all the staged files, then I have to scroll back up again to find the input and commit button and this is awkward. It would be nice if these elements weren't included in the scroll and you only scrolled the files without also scrolling the input and button.

This is what the pane looks like when I scroll a little, so you understand better what I mean:

This is something that we would like to do but the tree widget does not currently support "pinning" nodes.
