'telemetry.disableFeedback' setting name is not consistent with other setting names

The setting is called telemetry.disableFeedback

• I didn't find any other setting that 'disables'. Instead we always enable
• Also we have the 'enabled' at the end: feedbackCommands.enabled

Along with that, a more complete description would be good since it is a pretty strange option out of context. Right now, it sounds like something that might be automatically sent, rather than just disabling a set of user triggered commands.
