workbench.action.toggleMaximizedPanel adds empty chunks to terminal output

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.98.2
• OS Version: Windows 11
• PowerShell terminal (also happens with git bash terminal)

Steps to Reproduce:

1. Run the workbench.action.toggleMaximizedPanel command. Hold the enter key until the terminal pane has a scroll bar
2. Close the panel
3. Run the workbench.action.toggleMaximizedPanel command again
4. Note that there is some blank space that gets stuck in the terminal pane

This issue seems to originate from an upstream component and is not something VSCode can fix by making a change to our code. As such, I will go ahead and close it. Please try to reproduce in Windows Terminal and report to microsoft/terminal with repro steps.
