Plugin update quirks

Summary

Unlike other applications, VSCode very frequently prompts to relaunch plugins for a continuous stream of updates every few hours, instead of managing the update process 100% in the background. The update counter isn't even accurate, when using multiple VSCode application windows.

Does this issue occur when all extensions are disabled?: Yes

Let me rephrase: VSCode's plugin update system has bad UX. Unlike many other applications, VSCode very frequently marks its GUI with visual indications about updates. If you have any practical number of plugins installed, then statistically at least one is going to trigger an in-app badge notification about an update, most days.

I don't want to see in-app badge counts of any kind. I find them extremely distracting.

Just apply any and all updates in the background, between VSCode app launches.
