WordWrapping is inconsistent

Does this issue occur when all extensions are disabled?: Yes/No

Steps to Reproduce:

1. have "editor.wordWrap": "on" in settings file
2. use split panes
3. manually have to enable word wrapping
4. be annoyed by this & raise this issue 😜

apparently this wasn't an issue, just I hadnt got the settings saved
