Drag and drop broken, opens new window instead

• VS Code Version: 1.99.3
• OS Version: Fedora 41 KDE

Steps to Reproduce:

1. click and drag a file from OS file manager
2. drop it into VSC

OR

1. click and drag tab from one VSC window
2. drop it into another VSC window

I used to be able to drag'n'drop files and tabs in the past just fine

It seems to be fixed in nightly as of Commit: 47ea00a

the bug was, specifically, when dragging an untrusted file into a trusted window
