File ... New Text File Broken

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.99.3
• OS Version: Windows NT x64 10.0.22631

Steps to Reproduce:

1. Open VS Code after updating.
2. Click on File ... New Text File
3. The file type selection menu has been replaced by a useless Copilot text entry that does not work as well or as simply.

This has made VS Code mostly useless for me. CoPilot is nowhere near ready for this kind of usage.
