MCP: same tools are getting invoked in a chain of tool invocation

• VS Code Version: Version: 1.100.0-insider (Universal)
• OS Version: macOs 14.7.3

Steps to Reproduce:

1. Added two tools which will fetch information from wiki via curl
2. ask query contained in wiki

copilot will reiterate over the same tools again and again
