Document dependencies for Ubuntu (and other distros)

On a clean install of Ubuntu, what packages (apt-get) need to be installed to build? This information is not currently in "How To Contribute"

You can now look into our .travis.yml file.

I'm not sure what the .travis.yml has to do with this issue. Perhaps there is some miscommunication.
