You say you ran Generate Instructions and it didn't do anything? The log is this one #264416 (comment)?

The prompt doesn't really matter.

I am now at home so on another machine. Here i tested in ask mode which was fine and then switched to agent mode which got the same error. I also tested another repository and there it was working like intended.
I narrowed it down to the built in tools. I deactivated them all. Also the external tools from mcps and extensions.
It worked now. I will now try to switch them back on one after another.

So after testing again. I think i found the culprit. It seems my copilot-instructions.md file is somehow crashing it.
