"Working" is not shown while a web search is happening

1. Ask to search the web
2. The model says "I'll search..." and then there's a delay while the call is happening until the search completes

I know for claude code / copilot cli we have 'fake' tool calls that are used to represent the out-of-bounds calls those models make, maybe we do the same thing here?

We don’t receive any API signal indicating a tool call will occur. We only know after it happens.

We could create a wrapper tool and call the API as a custom agent, but I’d prefer to wait until we can control tool visibility on a per-model basis.
