Unfortunately neither Copilot nor me figured out how to send & submit the text to the active chat session.

The default is now to queue messages when a file belongs to an agent session

To verify

• use "inlineChat.affordance": "editor" and "inlineChat.renderMode": "hover"
• start an agent session that modifies a file
• in that file, select something
• ensure that the first button is "Ask in Chat"
• ensure that submitting a prompt queues it the chat panel
