Copilot-edited files get out of sync with code editor #290304

In a dev container, run a lengthy Copilot agent mode task that requires creating new files. These files will show up under Copilot's "files changed" list view. VSCode will automatically open some of the new/edited files in the code editor. Occasionally, the version displayed in the editor will be out of sync with the version on the file system causing a "Cannot save file xyz. Compare/Overwrite" error notification that derails the agent's progress. The easy fix is to not automatically open new/edited files in the code editor. The user will review them at their leisure anyhow.
