Shift+backspace on an ask_questions prompt corrupts chat

Steps to Reproduce (updated on Feb 4):

1. Get into the ask_questions chat UI (I go from plan mode) Repros in any chat
2. Select a few options but don't submit
3. Focus or enter some text into the input
4. Swap between chats (not sure why this is needed)
5. cmd+backspace on text input (to erase all the contents)
6. 🐛 Chat is corrupted

I don't see a way to re-open the chat, it's corrupted.

looks like the root issue is that it triggers RemoveAction and leads to some weird rendering.

the clause for that to trigger is

when: ContextKeyExpr.and(ContextKeyExpr.equals(`config.${ChatConfiguration.EditRequests}`, 'input').negate(), ContextKeyExpr.equals(`config.${ChatConfiguration.CheckpointsEnabled}`, false), ChatContextKeys.lockedToCodingAgent.negate())

so we technically do check all these boxes...

wait, this is a general issue not just with the ask questions tool cc @roblourens @bpasero

i can probably just override this with stopPropgation when you're in the ask questions input, but it happens if i'm just in the chat and have no text input.
