Allow pre-loading skills for custom agents

Really loving new VS Code updates 🫶

While writing custom agents for orchestrations, I noticed in cloud documentation, they allow preloading skills for custom agents so that when we run that agent, it already has those skills. Before reading this documentation, I already created a skilled retrieval agent. If VS Code allows preloading skills for custom agent, then I can remove my own agent.

Moreover, it is more beneficial and deterministic approach to building custom agent with set of specific skills.

This is a really needed feature for the custom agents to have specific skills associated, instead of going through all the available skills to figure out.
