1. Trigger a tool that requires approval, such as editing a package.json
2. With the approval still visible (but not accepted or skipped), try sending a new message

Bug
This is enqueued as a steering message and the approval is still pending

Possibly by-design but it's a pretty noticeable change in behavior so maybe worth revisiting
